ecratum has updated the view to add a user to your preferred plan when there is no existing user to be selected. The drop-down list to select a user has been replaced with a brief explanation that states there is no existing user to be added to the plan, for that reason you need to invite a user to join your plan and then, that particular user will be added to the plan.
